How cell phones that have WiFi internet work exactly?

Can someone explain what they know about WiFi on cell phones, and I'm talking about, I can take my phone out of state and still have Yahoo! Answers your pocket? I've been pretty ignorant in terms of mobile phones equipped with internet go … so if you think something, and I think I might know … tell me anyway, I'm pretty lost and do not know anything on this issue.
